More Foreigners Obtaining an Access to Residence Permits in Shanghai

There has been a growing number of foreigners coming to China with a view to visiting or living on or fostering a closely-related Chinese citizen, so is the number of expatriate and overseas Chinese having their children of foreign nationalities fostered in China. In accordance to the standing regulations, the majority of those mentioned above are eligible to apply for a short-term visiting visa of one year's validity in China; an extension to the visa can be issued before the date of expiry. Taking their practical needs to stay in China into consideration, Ministry of Public Security prescribed a supplementary regulation in effect from June 1, 2010: Exit-Entry Administration of Public Security department grants residence permits with a validity not exceeding 2 years to the people that meet the conditions, possess valid confirmation documents and need to stay for more than six months in China, and provides a no more than six months' visa extension and single ,double or multiple L visa to those staying China for less than six months(six months included).

As Exit-Entry Administration of Public Security department in Shanghai puts it, residence permits can be issued for:

1. Foreign spouses of Chinese citizens and foreigners who have obtained permanent residence status in China. Visas and residence permits can be applied for by this group in the Exit-Entry Administration of Public Security in places of permanent residency of Chinese citizens and places of usual residence of foreigners with permanent residence status in China

2. Foreigners over 60 (60 included) in age, having no immediate family out of China and living on their immediate family, and their spouses with a foreign nationality in China. Visas and residence permits can be applied for by this group in local Exit-Entry Administration of Public Security in places of permanent residency of Chinese citizens and places of usual residence of foreigners with permanent residence status in China

3. Expatriate Chinese who are over 60 (60 included) in age, have purchased house property, their spouses with a foreign nationality and their children under the age of 18. Visas and residence permits can be applied for by this group in the Exit-Entry Administration of Public Security in places where the house property were purchased.

4. Expatriate Chinese of more than 18 years old (18 included), coming to China to take care of their parents who are over 60 in age (60 included) and do not have any child in China. Visas and residence permits can be applied for by this group in the Exit-Entry Administration of Public Security in places of permanent residency or of usual residence of Chinese citizens.

5. Under-18-year-old people with foreign nationalities fostered in mainland China, whose parents are expatriate Chinese or Chinese nationals residing abroad. Visas and residence permits can be applied for by this group in the Exit-Entry Administration of Public Security in places of permanent residency or of usual residence of foster parents or guardians.
